The adoption of the Yorkshire Dales Local Plan on 30th June 2026 marks a significant shift for landowners across the National Park, with a new policy recognising the valuable role that rural estates play in the fortunes of the Dales and introducing Rural Estate Plans as a material consideration in planning decisions.
With an estimated 35% of the Yorkshire Dales under the custodianship of privately owned estates, this policy change creates substantial opportunities for landowners to develop long-term strategies for diversification, sustainable development and business resilience.
The policy change, which was pioneered by specialist rural land practice Rural Solutions, states that 'Rural Estate Plans endorsed by the Authority will be a material consideration in the determination of proposals for the development of land and buildings covered by the Rural Estate Plan.'
The Local Plan, which guides development in the National Park over the next 15 years, includes provision for 840 new homes before 2040. However, the introduction of Rural Estate Plans represents a broader shift in how landowners can approach their holdings strategically.
The new policy enables estates to work with the National Park Authority to develop comprehensive long-term plans that consider sensitive development and re-use of land and buildings across their entire portfolio. This creates greater transparency and certainty for both landowners and planning authorities, enabling more strategic conversations about medium and long-term development needs.

The Yorkshire Dales faces well-documented challenges. Changes in policy and financial support for agriculture and land management and the introduction of a new Land Use Framework are putting pressure on traditional farming and land management. A severe shortage of affordable homes and tourism that is highly concentrated on a few ‘honeypot’ locations, creating congestion and tension for locals.

The visitor economy is a key opportunity – with policy support for diversification, landowners can respond to burgeoning tourism demand to create visitor amenities, accommodation and recreational facilities in locations that help ease pressure on villages and popular visitor hotspots.
The policy also creates new opportunities for estates to diversify through farm shops, event venues and outdoor activities to help build more resilient rural businesses.
